In obedience to the 573 minute of His Excellency the Officer Administering the Government on the Secretary of State's Circular Despatch of May 12th (Charges to be made by the Crown Agents) I have the honour to report as follows:-
The general system of compensation to the Crown Agents laid down by the despatch in question appears to be equitable and moderate. I consider that it compares very favourably with what would have to be paid to a private firm.
