I have received and considered Government Order No. 449 of 19th instant authorizing me to introduce the proposed new scale of Prison diet, whenever I think it can be done safely.
I beg to report that I see no difficulty in at once introducing the proposed reduction of punishment diet. This would affect only a small number of prisoners, and only during the time they were under punishment; and as every prisoner knows that by good conduct he could avoid being put on punishment diet, there would be little likelihood of active opposition being made to this change.
