opinion, be no doubt. The existing Gaol completed in 1867. In 1872 the population of Hong Kong, according to Census, was 121,985. In 1881 it was 160,402, and it is now estimated at 190,000. There is therefore, an increase of more than 70,000 in the population since the Gaol was constructed.

The Committee recommend temporary measures to relieve this overcrowding-
(a) That early arrangements be made with the West Point Roman Catholic Reformatory to receive all Juvenile offenders,
(b) That enquiry be made into the cases of the 39 gamblers with the view of liberating such as are not gambling house owners,
(c) That an enquiry be made into the case of the 46 men committed as shroffs or watchmen,
