On my desire to avoid anything like conflict with Mr Wharry, I transmitted his letter without vote or comment, feeling sure the Government would not be influenced by any of the statements it contains; but having had the papers returned to me for any observation I may have to offer, it is perhaps desirable I should limit myself very briefly to a few questions of fact, passing by all personal allusions to myself.
