every day he is there either in the afternoon or evening, and often goes retiring from his evening walk, and the evidence of De Marques and the Dr to the Hospital when these statements. Wardmaster conforms there is however no stated evening visit, which, we are of opinion, there should be.

9. As regards the not enforcing discipline thus exposing the patients to neglect during the Superintendent's absence and allowing nurses to come to leave the premises without treatment of any kind. This is also a serious charge and required much more evidence to substantiate than has been produced.

10. The Staff of the Hospital consists of one Superintendent, 2 Wardmasters, 2 Head Nurses, Nurses & coolies. The Civil Hospital patients are at present, and have been for some time, quartered in three separate buildings containing eleven wards worth thirty-nine beds. The first Wardmaster, Watson, is practically the only person capable of keeping supervision over these buildings and the ward. The second Wardmaster (Chan A Lok) is said to be a very good dresser and assistant at Post Mortem examinations, but as he has no control over his countrymen.

11. We are of opinion that the second Wardmaster should be a European, and he should take his duties in turn with the first Wardmaster.

12. Wardmaster Guerreiro, attached to the Small-pox and quarantine Hospitals, assists at the Civil Hospital for about six months in the year when not employed at his own duties, but he also seems to have no control over the patients.
