According to section 133 of the Colonial Regulations, he had to make himself arrangements for the performance of his duties during his absence, without any cost to the Public, and subject to the approval of the Government be submitted to arrangements which be had made, and which are now complained of, and they have been sanctioned by the Government, and he has stated that he has no other to propose,
5 propose, and that, if they approved, he has no option but to forego leave, leaving his health quite out of consideration.

It is not the first time that a medical man not in the Civil Service has been appointed to act for the Colonial Surgeon during his absence. Such temporary employment confers no claims against Government. It is viewed entirely as a personal service rendered by the officer who goes on leave drawing his full pay
