On his duties for several weeks, and in May, 1875, the then Acting Colonial Surgeon fell sick and afterwards went on leave.

The Colonial Surgeon was appointed Acting Surgeon and Inspector of Hospitals under the then Ordinance for four months.

Mr. Cleges on the 6th went on leave for five months, four months vacation leave, and one month half pay, with the right to claim an extension of twelve.

Mr. Olyses without any communication with me, went with his letter of 2nd May to the Colonial Secretary, and the Governor, also without communication with me, approved both the leave and the locumtenens.

Thus, after serving the Government with acknowledged ability for thirteen years, half, and being twice Acting Colonial Surgeon, when the vacancy again occurred, I was passed over, and a young man brought in and placed over me, to my public humiliation and actual injury, both present and prospective.

8. "The work of the Civil Hospital has largely increased since I first took charge, and I have always understood that it was performed to the satisfaction both of the Government and the patients."

9. The frequent official visitors to the Hospital are always favourably impressed with its condition, and the public at large is well satisfied.

10. On the occasions when I acted as Head of the Department, no fault was found with my administration.

11. For two years, I gave up to the study of Chinese most of the little leisure left by my multifarious duties, and I now hold certificates from the Board of Examiners, dated off 1874 and 1875, stating that I passed with credit.

My first object in learning Chinese was the more efficient performance of my duties, but I was informed in 1873 by the then Acting Colonial Secretary (Mr. Celsie Smith) that the Government were anxious to encourage the study of Chinese, and that although certificates of proficiency did not carry increased pay with them (as similar certificates did in India), they gave the possessor a special claim to promotion.

13. My whole time and energies are devoted to the Public, and to the Government alone, therefore, can I look for the usual reward of long and faithful service improved official position and increased emolument.
