I ventine rexbootfully to submet for your Lordships consideration, the enclosed correspondence, with some explanatory remarks thereon.
2. I regret cvecedingly to troubles your Lordship in this matter, but I am much aggrieved by the action of the late Former Governor of this Colony, and I have no other recourse.
3. My case is as follows: In 1870 and 1871 I graduated in Medicine and Surgery, and became a member of the Royal College of Surgeons of England, and after being House-Physician of St Bartholomew's Hospital, London, I was, on the recommendation of Sir James Paget, and Dr. Andrew Clark, Senior Physician of St Bartholomew's, appointed by Lord Kimberley in December 1872 to be Superintendent of the Civil Hospital, Hong Kong, which office I still hold.
4. In March 1873, on the death of the Colonial Surgeon, I was appointed to carry on his duties.
