percents. and Chinese Thuckiests, and it seems that this permits should be qued by the Registrar - who is Protecting Chinese rather than Government Superintended & Blind.
I think that in the case, but proceedings for permits should be submitted by the Registrar to the Secretariat and that in case the 2 officers differ in opinion as to the form of a permit, the matter should be decided by the Registrar but ultimately by the Government for decision.
This was recommended by Mr Lockhart, the acting Municipal Grad.
