My Dear Stewart MacLeod,
Under present arrangements there is always an uneasy feeling that at any moment difficulties may arise in the matter of supply of cattle through spread of disease among reserve held for the troops. Events occur quickly in these days and I am always anxious that this reserve should be fully kept up, so that difficulties in the way of supply may be as few as possible, and I consider that the thorough inspection of cattle landed and supervision of those in the Colony will go a long way towards ensuring this, and be of the greatest benefit to the Government.
