f. Knowledge of colloquial Chinese of arrang eicento could be made whereby the markets in the outstations could be inspected by the Inspectors of Police stationed there, this would be a way of ensuring great helper in the efficient supervision.

As regards the cost of my proposals, there would be but a slight increase on the present expenditure. As Inspector of Markets, M. Orly received $1200 a year as salary with $2600 for quarters and $144 for chair allowance. Whilst Inspector Rae has been acting as Assistant Inspector of Markets, his original post has been filled by a Sergeant of Police, whose yearly salary is $624. Inspector Rae has been allowed 2 chair coolies, an allowance accounting to $144 a year.

I believe a competent Veterinary Surgeon could be obtained from home for $100 to $150 a month with an allowance for Chair ($10 a month) and for quarters ($30 a month) unless the Government sees its way to providing quarters near the cattle depôt at Kennedy Town, which would certainly be more convenient. I think it would be well to make the learning of Cantonese colloquial one of the conditions of his appointment. He might start with say, a salary of $100 a month and allowances, receive an increase of $20 a month when declared qualified in Chinese colloquial, and rise by yearly $10 to a salary of $150 a month.
