I have the honour to state that the two Bills accompanying the present are better entitled-
1. The Legislative Council witnesses Ordinance 1888
2. The Commissioners Powers Ordinance 1888
were prepared by the Law Revision Commission when considering what Acts of Parliament they would recommend to be introduced into this Colony.
When finally considering them, the Commissioners were of opinion that, as these were new measures, as far as this Colony was concerned, the introduction of them beyond the scope of the Commission, was not desirable, and they accordingly decided to submit them to The Honble I. Stewart, C.B., Acting Colonial Secretary.
