objection, to introduce during the next session of the Legislative Council. The object of these Draft Bills is 1: to confer on the Legislative Council of Hong Kong or any Committee of that Council the same powers possessed by the House of Commons of enforcing the attendance of witnesses, of examining them on oath, and of punishing persons guilty of contempt; and, 2°, of enabling the Governor to appoint Commissions with powers to compel the attendance of witnesses, and to examine them on oath.

The Acting Attorney General has explained more fully the scope and object of these Bills, and on his recommendation I send them home for consideration before bringing them before Council.
