The difference between the inter colonial Pension schemes of 1869 1870. it will be observed, is that the former treated service in two distinct Colonies as continuous for pension purposes, while under the latter
two separate pensions are

I myself think that Elliyoshi's pension should be treated in the more
favourable basis of the scheme of 1869 for the reason that it was not till a year after Mann and had taken his duties in Hong Kong
