2. Refere
A person is allowed to keep a boarding or lodging house for emigrants or immigrants, or both, or for coolies. He should be required to apply a licence to the authorities, and if the license be granted, a personal bond and two householders as sureties should be obtained, in the same manner as in the case of an application for a licence to keep a public house for Europeans.
3. The licensee should be held responsible for the good order of his house and its inmates. A register of inmates should be kept by every licensee, and a return should be made by him weekly or monthly of the names, number, and occupations of the various inmates of his house, and this register should be open to inspection by Police Officers at any time and on demand.
