(c) Sau He case a dive. sons of a tea merchant Chuu were carried off - the house had been plundered. $5,000 were paid. The cons were paid. The people were taken to Lai Chin Shan, Heng Then and San Uis border, so that they could be transferred to one jurisdiction or court-hier.
The people are afraid to complain to Government, because, I believe, if application were made to Government

By Mr Lockhart - I should think 100 or 200... Friends within my acquaintance, I think if 100 headmen were seized the Society would collapse. The Police and the Triads are like cat and rats, bad character and Triads are rats, if two cats unsupported are sent to run after so many rats, the rats will eat the cats, but if thousands of cats are supported by Government the cats can control the rats.
