The origin is for good purposes. The development is for purposes against the laws.
During the last five years numerous murders have been committed in which the culprits have not been convicted, I believe owing to the aid given by the Society to the offenders.
I believe that the culprits were members of the Triad Society and were concealed. I believe that all clues were obscured. I believe that the Triad Society keeps away witnesses, and influences the evidence. I estimate their numbers at 20,000 or 1/10.0% of the population in Hongkong. Their Head Quarters are at Kwai Shin and Wai Chau (Chinese Territory). I hear that Sam Jan Chuk is one of the 2015 head places. There is constant intercommunication between the centres and district.
The Society embraces both Pundis, Chin Chius and Hakkas, but this combination of the races has only recently come about. The headmen are the richest, the masters of the Stone Quarries; then the workmen; the traders, but not many. There is no reason to believe that the richer members of the Chinese Community are connected with it. It is wholly confined to the lower classes. The Emigrant Agents take the majority of Emigrants as members of the Society, to keep a hold over them; when they leave the Colony. The initiation takes place at the Society's Club House.
The Society spreads to Singapore, Sandwich Islands, San Francisco, Australia. Travelling agents go with the Emigrants. They would be registered as members of the Triad Society at Singapore.
