Inspector of Police, I have prepared the list A. I consider that it contains, so far as is known in Hongkong, a list of members of the Triad Society.
By the word "Pirate", I mean robbers on the inland waters of China and on shore. Most of them inhabit the "Dollar" brothels in this Colony. They are third class brothels. Some have houses, generally in Third and High Street. The meetings are held at night, generally at the Clubhouses, occasionally hillside meetings are held at Shaukiwan and To Kwa Wan. The objects of the Triad Society are to form a brotherhood; to assist each other in need; also for depredation.
