Report by Police Constable N. 192.

I have been to Shankinan and made enquiries about the formation of the society. The first meeting was held in a bela in the hill at the back of A-kring-ban on the 9th of July last. The head member is Tung Fat, the master of a quarry farm at Jai-fung; the Secretary is Li-a-fat. Besides the above, there were about 120 or 180 members present. The second meeting was held in the hill in front of a Ting-wan in the aqua. The head member is also Joang Fat, and the Secretaries Li-a-fat, and there were also 140 or 150 men present.

Each man avant subscribed thirty cents before being allowed to join the society. (The following are the regulations:) All brethren must be righteous; all must be filial to their parents; no one must make themselves accomplices in injuring their brethren. The society members may ... than one thousand members, thirty belonging to Sun Shan Po, To Kwan Yan, Kanking City and Shankinan.
