Lates compromise had been finally settled. After a considerable time the claims of the two tenderers for compensation sent in, and referred for consideration by the Acting Colonial Secretary, the Colonial Treasurer and the Acting Registrar General, when it was proposed that the two tenderers might be offered $7,000 in lieu of all claims, the Acting Registrar General at the same time expressing his opinion that the two tenderers should get the sum not only as a matter of right but in consideration of the weakening effect it would have on the influence of Government with the Chinese if they did not.

I have given my opinion so fully on this case that I have little to add to what I have already said. I would, however, point out that

1. There is nothing to show that Mr. Chi Kam fong's name was added to the licence in 1876, he having declared before me that the licence was lost,

2. No premium has ever been paid by him,

3. I never informed him that he would receive back his licence.
