We have the honour to again apply on behalf of Chin Kam-Fong for a reconsideration of his case by His Excellency the Government. The facts of the case were fully and concisely placed before His Excellency in our letter of the 4th May.

As stated in your reply of the 7th instant, our client may not have any right to the land we claim. Though not a legal right, we respectfully submit that if he has a moral right, he has a very strong one, especially having regard to the action taken in the matter by the Administering Officer.
