I have the honor to place the notice and the following facts before your "request" your favourable consideration of them on behalf of Chin Kam Fong who has been a resident in this Colony for upwards of fifteen years.

On the 25th November 1869 under the hand of H. J. L. de Mesquita then Registrar General a License was issued to See Yik enabling him to carry on business as Sleeping Furniture Dealer at Law $22 in the Preston Market and on the 30th October 1876 the name of the said Fong was added to the License by the then Registrar General.

The business was conducted solely by Chin Kam Fong since the granting of his name to the License he has paid off $20 per month to the Government for rent of the stall.

In August 1887 See Yik time died in China leaving Chin Kam Fong sole proprietor of the business.

On the 15th October last a new License was granted to Chee Kwan Tong by the Registrar General but was immediately recalled.

On the ... November last our Client was verbally informed by the Registrar General...
