I have read all three papers submitted to me on the subject of the report.
Li Yik-him appears to have been admitted a tenant of Lan No.2, Western Market, Hong Kong, in 1869. In 1874 Wong Ki became a partner; and in 1876 one Chu Kan-fong was admitted.
Lan No.2 was let to Li Yik-him in 1869 in virtue of the powers conferred by the Registrar General's Ordinance 5 of 1867, section 4 of which enacts that all stalls in the Markets shall be let by the Registrar General either by public tender for such rent as may be premised.
