Submitted. This is a very suspicious case regarding both Chi Kam-fong and the Inspector of Markets. The premium accruing to Government would, I understand, be about $1000; and I am afraid there was an attempt made to deprive the Government of this money. I venture to suggest a consideration of the matter in Executive Council.
