Chii Kam-fong as the lessee of the Ching Chung ling ban for many years. I also knew So Yik him. I have not seen him for years. It is part of my duty to see that the licenses in the Market are in order. At the beginning of this month, the man Chii Kam-fong had no license. He said he mislaid it. I told him to apply to the Registrar General's Office to have it changed.

I next saw him at the Registrar General's Office. In the procession of Sungsing, I said there is only one name on the license. I came in to see the Registrar General. I told the Acting Registrar General that no parties were recognized and that only one name was to appear on the license. The Acting Registrar General ordered that only one name was to appear on the license.

Nothing was said to the Acting Registrar General about So Yik him being the original partner. I know of the Notification issued in clear terms. I do not consider it retrospective. To my knowledge, it has never been acted on as if it were retrospective. I did not know that So Yik him was dead. I had not seen him for years. I did not report the matter of So Yik him's death because I did not know that he was actually dead. I never made inquiries as to his death.

I am not aware of people who hold stalls in the Market and who have been absent from the Colony for years. There may be many, but I do not know of any. I think there may be a great number. I have often brought this to the notice of the Registrar General. I have mentioned it verbally only. I recommend that all licenses should have the name changed.

I never told Chii Kam-fong that I would get So Yik him's name taken off the register.
