that when Mr. Russell was
in 1882 a
Registrar General notification was issued stating that, with regard to licensed stall holders in the markets,
the only person the Government recognized
was the original
holder
of the licence, and that
Chii Ham fong stated that he
understood that notification.

The papers
were
fully
considered in Executive Council
4th November 1881, when the
Council advised that the
licence
should be cancelled, and
that the Acting Registrar General should be directed to severely reprimand the Inspector of Markets (Mr. Orley) for conniving at ... the irregular attempt of Chii Kam fong
to obtain a licence.

In reply to a further
question by the Acting Registrar General he was informed that, in
all cases, without exception, stalls,
in Markets revert to
Government on the death of the
original lessee or lessees, whether
the
