issued when it was brought to the notice of the acting Registrar General that the applicant, Chi Kamfong, was not the original holder of the licence, who had recently died. The duplicate licence accordingly immediately issued was recalled, and a report on the facts of the case was submitted to Government. In this report it was stated that a person called So Yiklim was the original lessee of the Lan, which is now a valuable one; that a licence was issued to him in 1874, and that, in the market register, there is a pencil note made by the Registrar General Mr. Cecil C. Smith, to the effect that on So Yiklim leaving the business, the Lan would revert to Government; that in 1876 Chi Kamfong was admitted as a partner, when a duplicate licence was issued, but there is nothing to show that Chi Kamfong's name was added to it, and it cannot be produced by the Memorialist;
