I have examined the accompanying Ordinance, entitled "The Spirit Licences Ordinance, 1886", and I am of opinion that the Ordinance is one which is not contrary to the Governor's instructions.
This Ordinance was passed in order to consolidate and amend the several Ordinances in force relating to Spirit Licences and Distilleries.
It repeals:
1: The whole of Ordinance No.12 of 1844, being an Ordinance for prohibiting the distillation of Spirits within the Colony of Hongkong,
2. The whole of Ordinance No.11 of 1844, being an Ordinance for licensing public Houses and certain Games, for Regulating the retail of fermented and Spirituous Liquors in the Colony and...
