No permit shall be issued before the application for such shall have been referred to and reported on by the Surveyor General.

All applications for permits shall be made on forms which will be supplied to applicant by the Registrar General.
These draft regulations show that I consider that the Captain Superintendent of Police should have an opportunity of expressing his opinion, but that all applications should be made through the Registrar General's Office, which was the ordinary channel of communication with the Government for the Chinese inhabitants of the Colony by Notification No. 373 of 1882 published in the Gazette.
