Police. Source tice before the 18th August, I received a preliminary application for a permit to hold a Religious Procession in D'Aguilar Street from the Surveyor General. I endorsed on the application that I objected as it was in the heart of the European Quarter. I sent in the application with this endorsement to the Acting Registrar General. I produce the Office Copy of the original application (Office Copy read). On the 19th August at a meeting of Justices, the complainant complained to me that last year a similar affair had taken place and had caused great annoyance; he hoped it would not be allowed this year. On the 21st August, I received a report from the Patrol Inspector that the scaffolding was being erected and he produced the original application which was unsigned.
Mr ... was ... was to ... and that ... an ... signed permit. It was by command ... d. J. H. Stewart Lockhart, Acting ... 148 ... ting Registrar General. I forwarded it to the Acting Colonial Secretary for the information of H.E. the Administrator with a covering letter marked "Immediate." Since then I have not seen the permit.
I have never withdrawn my original objections. On the contrary, I reiterated them. I did this in the letter which I marked "Immediate."

James Haldane Stewart Lockhart states: I am Acting Registrar General. On the 11th August, a petition was presented by the defendant requesting permission to erect scaffolding. I forwarded the petition first to the Surveyor General and then to the Captain Superintendent of Police with an unsigned permit enclosed and endorsed with recommendation. I produce the permit.
