"2. My object in writing confidentially is to inform His Excellency of the serious feeling that is running through the mind of Chinese Officials on the question of the rendition of Criminals who have committed offences in China,
"3. I have private and trustworthy statements to the effect that the non-rendition by this Government last year of eleven Chinese charged with homicide in China resulted in the degradation of 5 Chinese Mandarins and the expenditure of 8000 taels. A further source of annoyance was caused by the presiding Magistrate not attacking the Jau Tai of Chinese Kauling who was in Court to a seat on the Bench, but left him to seat at the table in the body of the Court.
