In the absence of any systematic arrangement of the evidence, without these facts being brought prominently to notice, it might reasonably have been assumed from the report that I persistently refused to inquire into cases of alleged bribery instead of, according to the fact, taking care that a trial should be initiated, and proceeding with action that was restrained by the communication that a Secret Committee was dealing therewith until my inquiry was furthered.
47. In paragraph 19, I mentioned that I should refer again to the following matter. At page 200 of the evidence, His Excellency the Major General states with reference to the Police objecting to a certain course as to Religious Ceremonies and Processions. Q.
