- "the complainant is to be recommended to apply at the Magistracy for a summons. Cases will be entered on the Charge sheet of Police Defaulters, and the result entered for the information of the Captain-Superintendent. Should the charge be one of delay, the usual course will be adopted of placing the Constable on the general charge sheet." This was on the express instructions of Governor Sir Arthur Kennedy and was cancelled by order of His Excellency the Officer Commanding the Troops, who was of opinion that the Captain Superintendent should deal with Police Defaulters like the Colonel Commanding a Regiment. The powers of the Captain Superintendent are confined by law to the trial of cases of breach of discipline and neglect of duty; beyond this he has no power to go.
35. Para 39. The system of keeping the Sikhs and Pakongs on beat duty for eight consecutive hours should be modified in the direction indicated by Inspector Grey (p. 175) or in such manner as the Superintendent may think preferable. At the time Sir John Pope Hennessy ordered the massing of so many men on duty at night time, I pointed out the severe physical exertion required of the men, and the probable increase of crime during the day.
