its own peculiar dialect as a Somersetshire man from a Yorkshire town. They are incredibly clannish, Police business would speedily come to a dead lock unless suitable district dialect speaking Constables are available. Of course, no man is enlisted unless he has been in Hongkong for some time, and is well recommended. The number of Candidates on the Police Books is large, affording freedom of choice, and I can find no foundation for the allegation that the Police are not particular as to where the Chinese prosecute. What could be more futile or likely to make the Police overbearing and negligent of their duty than to direct all persons complaining of their conduct to take out a summons and proceed against them before a Magistrate, which in nearly every instance they simply will not do. Yet this has been the system (vide Police Regulations, para. 1) instead of the Captain Superintendent investigating the complaint himself if deserving of notice; then it comes to look to all requirements, and I have rejected candidates recommended respectively by each of three of the Honourable members of this Committee.
