have great responsibility and show that they have it. In addition there are 144 Sergeant Interpreters, and about 10 Detectives drawing $2 extra pay. A Constable on joining in the third class has in addition to promotion to two higher classes as Constable less than 29 chances in Senior-appointment of which he may hope to obtain. As there are only 170 Chinese Constables in the Land Force the proportion of prizes seems fairly great.
33. Para. 37. If practicable it might be advisable to raise the amount of security required with the Chinese Recruit to $60 or even more particular where the surety comes from. The 110 men should be got from the Colony when possible, instead of from the mainland. Otherwise how can we expect them to be under our care or influence and interested in the maintenance of good order?
The present security bond is $50. The Colonial Treasurer has answered part of the latter portion of this paragraph, p. 218.
