Para. 35. At trial night be one or two Chinese Inspectors to be probationers only till they have passed the necessary examination and otherwise proved themselves fitted for the post. These duties should be confined to the Chinese Contingent. I fear that the recommendation is impracticable owing to the wide area over which the Chinese Constables are dispersed when on duty and to the want of a sufficient knowledge of the English language. A Chinaman sufficiently well educated could obtain so remunerative a place in commercial life, that to obtain one competent to perform the duties of an Inspector would require very high pay.

It is understood that the Chinese Sergeant so in name at present, and are only are not employed in looking after Lokongs in their beat, but that the Indian Sergeants do this; the fact is that the Chinese are not taught responsibility, therefore have no sense of responsibility. I do not find that the fact was made known to the Committee that there are five Sergeant in the Land Force, four of whom are on detective duty, and the fifth, Chinese Barrack Sergeant.
