These duties should be confined to the Chinese Contingent. I fear that the recommendation is impracticable owing to the wide area over which the Chinese Constables are dispersed when on duty and to the want of a sufficient knowledge of the English language. A Chinaman sufficiently well educated could obtain so remunerative a place in commercial life, that to obtain one competent to perform the duties of an Inspector would require very high pay.
