When this happens very little beyond the actual testimony of the Chinese witnesses reaches the Chinese Constable's ear, in the case of an Indian Constable he would probably understand not even this, because it cannot be expected that the Asiatic Constables would be proficient in the English language; what the Magistrate and Solicitor say is not interpreted, hence it is positively necessary that the Officer conducting any serious case should be a European. 23. I cannot but think that, before any such general condemnation of the present system should have been passed, some case at least should have been stated in the papers to form a foundation. I cannot find any trace of any such case being made use of in the paragraphs, and with regard to accuracy at page 108, I find the question, "Cannot the bystanders be made to attend?" It is superfluous to observe that the Police have no power of themselves to compel reluctant witnesses to come up with the prisoner to the Charge Room, if they have got them.
