I shall avail myself of this expression of opinion to see whether the Services of the Sergeant Interpreters cannot be more fully utilized, a lack of accommodation has been a great difficulty. The value of the recollections of the Colonial Treasurer is rather minimised by the fact that he was Coroner in 1871, fifty years ago; it is odd that if this alleged ignorance of duty was so, that for years no complaint has reached us from any Magistrate or Coroner, nor that it have been noticeable in the way in Court. Yet, not a single supporting evidence is cited by the Committee. At the same time, I think I have the right, under the circumstances, to express the hope that the Government will assist us to raise the Chinese in Hong Kong to a higher moral standing by abrogating the order that the Chinese are to be let alone and allowed to gamble in peace, except in notorious cases, and that they will do away with the streak of brothels licensed by the Registrar General, which, though not examined under the Contagious Disease Ordinance, exist for the corruption of the people and the furnishing of places of resort for the Dangerous Classes.
