beyond gambling matters. This possibility has always been a great obstacle with reference to the employment of Chinese. The remedy appears to consist in keeping the Chinese officials as far away as possible from all matters connected with gambling houses, and to simplify the action against such houses by making the registered householders responsible.

Para. 22. The Triad Society is said to constitute another considerable obstacle in the punishment of offenders, its alleged object being apparently to screen crime and defeat the ends of justice by trumpeting up false evidence and other devices. The Committee are not in a position to pronounce an opinion on this question, which is at present being investigated elsewhere.
Certain statements concerning this society are given in the evidence. On the 8th October, 1885, the Executive Council considered various reports and decided "That there is no case for legislation at present." On the 9th April, 1886, the matter was referred to a Board for enquiry, and from the evidence collected, a most undesirable state of affairs as affecting the peace and good order of the Colony appears to exist.
