I have pointed out in paragraph b that my legal powers of jurisdiction are of the most limited description, extending beyond a fine of seventy-five dollars or seven days' simple imprisonment, and the above punishment, if the offence could have been brought within the mischief of the clause, would have been absolutely inadequate.

b. In dealing with Civilians the terms of the Civil Law have to be strictly observed. Prompt action was taken by sending the Lokong for trial before a magistrate. Tively example was beyond my powers.

I observe with pleasure that the following paragraphs 4, 5, 6, 7, 8, 9 justify the course that I have adopted for the past fourteen years in urging on the Government the amendment of the Gaming Laws. But I cannot refrain from inviting particular attention to Government Order (Appendix II) and to my evidence concerning it, page 14.

This is one of those points that I cannot but regret to have to allude to, but I should be acting against my expressed conviction for a long period of years, if I did not state that in my opinion nothing was more calculated to breed corruption among the Chinese portion of the Force, so far as gaming is concerned. I have carefully studied the whole evidence and I am unable to find that ground exists for suspicion of corruption in connection with any other branch of their duties.
