The first part of this paragraph may be read with paragraph I and is answered above; with this addition
"my belief arose after the event that succeed the appointment of the Committee, there all happened within the short space of three weeks; it was not incident to these cases, as to my clear evidence, it is very clear~

"I have never had the necessity for it. It has not been reported to me, or come to my notice before. What I have stated as the probable result of that Order (i.e. "The simplest plan would be to let the Chinese alone, and let them gamble in peace, prosecuting only where the surrounding circumstances and notoriety left no doubt as to the nature of the particular house (Appendix 2) is that there would be bribery. I have no knowledge that there is bribery. I protest most strongly against any interpretation being put on my evidence to the effect that I had antecedent knowledge of the existence of bribery. I have also to protest against the statements that I had not thought it necessary to take steps, since I ordered the prosecution of the Constable. For the paralysis of the prosecution by the subsequent creation of the Magistrate I disclaim all responsibility.
