ور on smuggling viz. that the gathering together of unauthorized armed "bands in British territory for any purpose whatever should be "prohibited", and his statement that no change had yet been made in the law. I knew that a law had been passed in the early part of last year viz. Ordinance No. 6 of 1885, intended to carry out this recommendation of the Commission, but I find that the necessary Order in Council to carry it into effect has never been passed. M. Deane is therefore right. I am unable to say why this Order in Council was not passed; and I am making enquiries on the subject.
10. In paragraph 48 of the report of the Committee a suggestion is made that soldiers might be employed instead of Police in the Fire Brigade. The suggestion originated with Major General Cameron and I would have been glad to carry it out. A scheme was proposed, and met with the Major General's support, under which a certain number
