The question raised in this memorial is the extent of the powers of the Captain Superintendent of Police with reference to complaints and criminal charges against the Police Force.
The correspondence out of which this question has arisen began, I believe, from the action taken by the Captain Superintendent with respect to a Chinaman who was bitten in three places by a dog following P. C. Ross.
The Captain Superintendent does not seem to have investigated the case but to have recommended the complainant to take out a summons.
The whole correspondence is annexed to the Memorial and it is not necessary for me to allude to it.
With respect to the directions given to the Captain Superintendent in the letter of the 15th May last, he states that he concurs in the direction that he should investigate all complaints against a Constable for misconduct.
