I cannot admit that in cases for which the law has provided a punishment that the Captain Superintendent should say :- "You have your remedy before the ordinary tribunal and the law has provided a punishment for the offence I will not therefore interfere."
I leg therefore submit that the Captain Superintendent of Police be informed that it is his duty to inquire into all these cases and to deal with them as laid down in the regulation, and as directed in the Colonial Secretary's letter dated 7th September 1885.
There would be an end to discipline if police constables knew the Captain Superintendent would not interfere.
