against the Police. I am directed

Her Majesty

Governor in Council, and His

is advised that Sir Arthur Kennedy's instructions of the 15th July 1873,
refer to cases
where the Police bring themselves beyond the scope
of the law. His Excellency is further advised you should listen to
any complaint, and afford such
within the limits of your
power
to the
complainants the
Police Courts.
