on the points raised, which opinion was considered in Executive Council, and was afterwards communicated to Mr Deane for his guidance in future; and it is against this instruction that he is now appealing. Mr. Ackroyd's opinion was substantially the same as the instructions conveyed to Mr. Deane by direction of General Cameron and Sir G. Bowen, but it was given more fully, explaining the reasons on which it was based.

6. I have called upon the Acting Attorney General to report on the present Memorial of Mr. Deane, and annex his report for Your Lordship's information.
