And Part 3 confers upon the Governor in Council, during the existence of any Proclamation under this Ordinance, certain powers with respect to banishment.

As by Ordinance 8 of 1882 and 4 of 1885 the Governor has in respect of banishment already full powers to meet and deal with all ordinary necessities, which powers have been fully reserved by this Ordinance, it has not been thought necessary or advisable to extend them or make any change therein.

The words "during the existence of any Proclamation under this Ordinance" have therefore been left in, so that Part 3 will apply only when the Colony is placed under this Ordinance.

Cases which may occur in ordinary times, and which may require to be dealt with by banishment will be disposed of by the Governor under the power which he already possesses on this point.

The provisions of this Ordinance have been approved of by the Secretary of State in his despatch dated 24th August, 1885.
