I have examined the accompanying
Ordinance, entitled "The Peace Preservation Ordinance, 1886," and I am of opinion
that the Ordinance is one which is not
contrary
to the Governor's Instructions. The purpose of this Ordinance is to make better provision for the preservation of the peace, when it shall appear to the Governor that any risk has taken place,
or
may reasonably be expected.
The first part provides for the appointment of special constables and for the punishment of those who refuse to appear
to act as such.
Part 3 provides for placing the Colony by proclamation under the provisions contained in that part.
