I would beg also to refer to a previous application of Mr. Shepherd, which was transmitted by Sir G. Bowen with his despatch No 429 of 13th November, 1885.

I quite endorse what Mr. Ackroyd says about the difficulty which Mr Shepherd must find in supporting his family.

The salaries paid by Government generally are altogether out of proportion to those paid by Banks and private firms to their employés, who have in addition quarters found for them free. House rent is one of the most expensive items in this Colony. As I have already stated in a previous despatch, if I wanted to return to the house which I gave up in June last year, when I went on leave, I should have to pay $120 a month.
