the Government should hold out some inducement to him to learn that dialect. I do not think the Government has any right to expect him to devote
the time and labour necessary to acquire such a Knowledge without in some way compensating him. In India and Singapore a bonus is given to officers who pass a satisfactory examination in more than one dialect, and I do not see why some such rule should not be introduced here.
